Cycles in viewport stuck on initializing indefinitely

Cycles display mode in viewport doesn't work, progress says "initializing" indefinitely with no cpu/gpu consumption and rendering never begins. (seems to be scene specific so i have attached a somewhat stripped version of a real project which triggers the bug)

Open the attached .blend file, set the top right viewport to "rendered" mode.
On my machine, rendering never begins.

Is there a resolution to this?
I have the same strange thing (blender 3.0), every now and then the file gets stuck on initializing in cycles and either takes ages, or (most commonly) doesn't render at all. I'm on PC. Tried switching to CPU, etc, nothing helps except reverting to an earlier version--seems to happen apropos of nothing, and I can't find anything about this online. Eevee renders just fine.
