Short description of error
When two compositor windows are open on different monitors, interactions do not work as expected:

For example, when interacting with nodes, click and drag (move) doesnt work when on separate monitors, but when both windows live on the same monitor, the problem no longer exists (see video example).

Exact steps for others to reproduce the error
Open a compositor project, duplicate the blender (compositor) window, duplicate to a separate monitor and you can no longer click and drag nodes.

yes just tested. You can only interact with the compositor nodes on the duplicate window in the second monitor.

Issue is also happening on windows 10

I cannot reproduce it on Ubuntu 19.10 and Windows 10 in the default file just with "Use Nodes" enabled in the Compositor.

Can you reproduce it in any file? Please prepare a as-simple-as-possible example file in which you can reproduce it.

Note: The issue you have may be because of Blender not auto-focusing on the windows. You need to click on them before being able to edit things there. I couldn't tell from your video.
