Short description of error
I have 3 computer screens and Blender no longer opens on my main screen, as it used to.

Exact steps for others to reproduce the error
This morning I decided to open the filter settings and activate some of the restriction toggles (selectable/disable in viewports/disable in render) and then I clicked "File->Defaults->Save startup file , so that I won't have to activate those filters each and every time I start a new blender project.
Well, I have 3 monitors, and after changing this setting Blender stopped opening on my main monitor (screen #1 in the pic) and instead now always opens on my 3rd monitor.
I changed it back by loading default settings, but still doesn't work.
Went to "C:\Users\Automata\AppData\Roaming\Blender Foundation\Blender\2.80\config\" and deleted userpref.blend and still didn't work, then I deleted startup.blend and that fixed the issue.
Then I tried making the filter settings again, and again I get the same issue where Blender stop opening on the main screen.
How can I change any settings and "save startup file" without having this bug each and every time ?

Thanks for your time.

Looks like I discovered a "dirty" way to get past this error.
I tried saving the startup file with the Blender window not fullscreen but in all sorts of sizes and positions on the main screen and by some luck I discovered that if I save it when Blender is in the bottom right corner, like shown in the pic, will make Blender open in the main screen next time BUT it will open on the top right corner instead of the bottom right where it was saved. Not the best but at least it's something.
I tried putting it in all other corners, or screen center on main monitor and saving startup file but then it always opens it again on monitor #3.

So yup definitely a bug. It's not earth shattering but may be worth looking into.

This is probably the same problem as T70313.
I will add the report there.
