Short description of error
At both time, i used forcefields with emitting particles and my hair particles systems on the same scene will be impact with forcefields too.
But i don't check Hair dynamics system.

Exact steps for others to reproduce the error

And see wind forcefield alter hair particles.
But Hair dynamics are not checked.

This has been reported before, see e.g. T55172: Hair is dynamic even it is disabled
It is a bit counter-intuitive but it is not considered a bug.
