Short description of error
[Please fill out a short description of the error here]

The Border Rendering ignores the Compositing when Render an animation. (ctrl f12)

Exact steps for others to reproduce the error
[Please describe the exact steps needed to reproduce the issue]
[Based on the default startup or an attached .blend file (as simple as possible)]

Make a Border-Render (ctrl. B) and then hit render. In the compositing use a "Alpha over"- node
and put the Render-Node in the under socket. In the compositing you see, the Border-Render over
the color you choosed in the Alpah-over-node. But when you want to render the animation, in the
output will be everything black (no alpha) or white (with alpha) beside the border-render-part of the image.
The compositing gets clearly ignored when rendering an animation.

Hi and thx for the report (sorry this took some time to get answered...)!

Compositing still takes place [inside the render region].
Outside the render region, the frame gets filled with transparency by design.

https://docs.blender.org/manual/en/dev/render/output/settings.html

... renders a transparent background around the render region

So while what you describe might be useful in some cases it is still working as expected and not a bug [and there are other ways to do this].
