Short description of error
If I click to add a new view layer, all collections which were previously disabled with the exclude from view layer become visible again. If you have hundreds of collections this becomes really problematic.

Exact steps for others to reproduce the error
Make two collections and disable one of them by clicking on the checkbox on the left of it in the outliner. Now add a new view layer, the checkbox becomes checked again on the collection that you unchecked.

Please do not report two independent bugs in the same report. I allowed myself to edit your report so that it only contains the first report. (the second one has been reported before, so it is a known issue)

It might be that what you describe here is working as designed (for better or worse). I guess it would make sense when a new view layer copies the settings of the current view layer when created. Maybe @Dalai Felinto (dfelinto) has an opinion on that. I was not involved very much in that development.

That is the default behavior since collections where introduced.
If you create a new view layer all collections are enabled in it by default.
In the view layer where you disabled a collection before it is still disabled.

Thanks for the report, but there is no bug here, code is behaving as intended. Changes in intended behavior can always be discussed, but not on this site.
