"Open File" Brings Up Whether or Not You Want to Save before you Select a File to Actually Open

It's asking you to save your file before you have even done anything to it.

Make something, open file, choose an option.

Can confirm this behavior. Pretty minor issue.

I can't reproduce the problem.
Could you better describe the steps from loading Blender?
Also check if the same occurs after loading the factory settings. (File -> Defaults -> Load Factory Settings)

All I think he means is that it pops up and asks to save a changed file before you have even opened the file manager window. You may not even open another file if you cancel. Instead it could ask only if you were to actually open another file. Like I said, pretty minor issue.

There really is no broken code bug here. It is just a request to move the save current file popup from the File->Open operator to instead only popup once you have chosen to open a file in the file browser.

In this case, yes, this could be a bit smarter, but would not be considered a bug atm.
