Hide visibility doesn't work in some case

Exact steps for others to reproduce the error
Please open the attached file and try to turn on/off the visibility of a collection using the eye icon in the outliner.

This 3D viewport has local visibility enabled in the View sidebar, Collections panel. That means the settings there override the ones in the outliner.

sorry, my bad.

In that case is probably helpful to make the visibility icons in the outliner greyed out for a better understanding.
