Multiple blender UI color issues on:
Settings, 3d viewport, Timeline, Outliner
addiction: When importing themes created for Blender 2.80.. That these problems are not observed.

Exact steps for others to reproduce the error

1. Launch blender *worked version* and save settings
2. Launch blender *broken version* (see UI theme glitches)
   
3. Reset to factory settings and save settings again. (UI glitches resolved)
