I have been using Blender 2.81 human meta rig (easy and fast) tutorial on you tube (PIXX0 3D) to create a basic human metarig.
When I get to the end I cannot just select a part of the rig and move it with the mouse. Using lender 2.81a

Everything works. The main problem is that your model has 2 subdivision modifiers (with 2 lvl of subdiv) that are located before the armature modifier, so the performance is very low. If you disable subdivision modifiers, everything will work as it should.

Indeed, there is no bug as far as I can tell.
