2.82 Changing Locked Axis When Transforming Now Must Be In Correct Sequence

When transforming (scale/rotate/translate) I MUST type in the correct axis FIRST before value e.g. S>x>4, R>z>15. I can’t toggle/change the axis after the value has been input like I used to. If I type in S>y>2 then want to switch it to instead scale upon the x axis I have to backspace everything making it hard to audition ideas within the workflow.

Open Blender. Either in Object or Edit mode transform the object along an axis a certain value e.g. s>x>4 then try to change the axis after this i.e. tap Y or Z. Nothing should happen but it will say Invalid in the upper bar.
Based on the default startup or an attached .blend file (as simple as possible).
