Almost all Sculpting brushing working abnormal

Short description of error
All brushes are working wrongly, firstly i thought its just a rework of bushes ,like brushes having increased strengths and senstivity, which is not really an issue because it will take some time to adapt to changes. The problem is this that they are bahaving completely wrong. For example i can dig holes with scrape brush . Clay brush fills hole amazingly fast which detroys all the detail.

Exact steps for others to reproduce the error
Start with a default cube, hit sculting tab on top to go in sculpt mode, apply dynomesh ,bring detail level to around 6 . Start with clay brush and create a small hollow circle on cube wall just by sculpting in circle and not fill the hole. Then select scrape brush ,use flatten fallout and start sculpting in the center of that circle you just created, the size of brush should be little larger than inner circle of the strips circle. You will see a hole creating in the center.
This is just an example ,almost all brushes are working wrong dear. Love and you guys

I can confirm this behavior of scrape brush, but it was the same in 2.81 as well. Not sure if there is any bug.

Infact i have not tried blender 2.81, i am currently using blender 2.80 which is fine where the scrap brush is working fine.

scrape brush is most used brush for trimming and hard surface modelling,
Scrape brush is not supposed to dig in holes like that.

I think i understand what is wrong with scrap brush and this is associated with all brushes.

scrape brush tries to level a surface such that it trims upper surface to match with lowest one, on the other hand flatten brush averages the gap between different surfaces.

HERE is whats going wrong

scrape brush is miscalculating the lowest surface thus it keeps digging into the mush .
similarly lets talk about clay brush. Clay brush is also miscalculating the difference in high and low surface and it fills the gap so fastly. i mean if you use clay strip brush on a flat surface it wont fill so fastly but if you use clay strip brush on un even surface or in holes it vigorously fills the surface which means it is failing to calculate the surfaces heights and differences.

Clearly i cannot use blender 2.82 due to this and i have not found any one using these brushes on youtube

I'm not sure if this is a regression.
In 2.80, setting Strength as 1.0 (as it is in 2.82) I had a similar result.
It is also important to note that the option Accumulate in 2.82 is enabled by default.

It not regression,its just that i am unable to use brushes as i could in previous versions.
I did not know i could dig in holes using full strength in blender 2.80. I just tried very low strength of scrape brush in 2.82 and 2.83 and its still digging hole. To be very honest i am unable to flatten any surface which has bit of uneven surface . I can do a video about it to prove my point.
Also accumulate option is unchecked by default in blender 2.82 and 2.83.
I am not against change, i think its working abnormal.

If you still think these are normal settings, then can you suggest me a setting of scrape brush which can let me flatten uneven surface
