Broken: version: 2.82 (sub 7), branch: master, commit date: 2020-02-12 16:20, hash: rB77d23b0bd76f
Worked: 2.81 is actually faster for some reason but it still speeds up when the window minimizes

Short description of error
Blender stutters for no apparent reason, there is a decent amount of lag while moving the preferences window

Exact steps for others to reproduce the error
open blender
edit>preferences and then move window
just like this

Does this happen, when you click on File->Defaults->Load factory Settings?

May be duplicate of T72968 with difference, that redraw is slowed by some addon.

Can you also check if userpref window moves fast when main window is minimized?

overall, it does speed up, but i still notice some form of lag 🤔

You can try to identify addon that causes the lag and notify it's developer.

Updated video you posted is pretty much identical to what I experience.
AFAIK there is not much we can do to improve performance beyond this point now.
