Short description of error
The "Make Links" option to copy modifiers from one mesh/curve to another skips Hook modifiers completely.
I understand that vertex assignements are not always transferable but I think at least the setup (target and settings) should be copied.

Exact steps for others to reproduce the error
3DView > Object > Make Links

This has been reported before, see T69189: 'Make Links -> Modifiers' ignores Hooks, will merge these reports.
(please have a look at the discussion there, but in short: it is not supported unfortunately - could be improve though...but not considered a bug...)
