Short description of error

in a new blender file or any blender file when you navigate using touch controls (via tablet pro Artist Pad) the new touch/mouse pointer handling is superseded by the pen pointer information. This breaks the navigation process for tablet users using Tablet Pro Artist Pad.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

when using 2.83a the navigation by the artist pad is constantly interrupted by the pen and it jumps around and the pen needs to be moved away from the screen. It worked MUCH better in 2.82

the best solution in my opinion is to work on updating the touch api used by blender to the newer one provided by microsoft. This would allow for perfect navigation even better than the current v2.82 version

The cause of this is a dup of T75566, the rollback that fixed that should have fixed this.

I'll have to think a bit more on how to correctly handle this case; thank you for the video demonstrating the problem.
