Short description of error:
Using the keyboard shortcut "Control-G" or drop down menu "Object>Collection>Create a new collection" in the 3D viewport creates a new collection but does not add it to the current scene (if you look at the outliner).

I am asking if this is a bug or whether or not this feature is working as intended as part of my efforts in completing T75511.

I personally believe the newly created collection should be added to the current scene.
