Bug fixes itself after restarting Blender. Can be reproduced again after a restart.

I had a similar issue a few days ago on Linux and just assumed it was because I hadn't finished extracting Blender 2.90. The issue also went away when I re-opened Blender.
Seems either like a bug or both of us didn't finish extracting all the files.
I'll try and do more testing to see if I can reliably recreate this bug.
