i found out interesting stiation. I deleted udim section and voila! i can select uv island. So how should i make them udim

You have View > UV Local View turned ON.
This is a bit of an obscure feature and is not working (well) in 2.8, see T70430: UV Local View: Cannot select anything in the UV editor, will crash with 'grab' 'relax' and 'pinch'

when i try pinch them blender crash

This is also because View > UV Local View is turned ON.

You should be fine turning View > UV Local View OFF for now.
