Short description of error
The Shading dropdown for Viewport Shading is not replicated in the Properties Editor / Render Properties / Options

Exact steps for others to reproduce the error

  1. Select the Workbench as the Render Engine.
  2. Open the panel in / Properties Editor / Render Properties / Options
  3. Change the Viewport Shading between the options (Wireframe, Solid, Rendered).

3.1 The Viewport Shading dropdown shows the correct options, dependant on the Shading option selected. The / Properties Editor / Render Properties / Option panel does not.
3.2 Changes to any of the options being displayed is not replicated between the two panels.

With the Workbench Engine selected should Lighting, Color and the Options panels exist within Properties Editor?

They are not supposed to be the same settings. There are settings per 3D viewport, and then there are per scene render engine settings.

The settings that are shown in the render properties are used when you enable Rendered shading mode, same as it is for Cycles and Eevee.
