Short description of error
addons need to be re-enabled after switching File->New-> any choise other than "General" (2DAnimation, Sculpting, VFX, Video editing)

Exact steps for others to reproduce the error
Open blender
File->New->VFX (or one of 2DAnimation, Sculpting, VFX, Video editing)
Cycles disappears from Render Engine combobox. also Edit->preferences->system Cycles Render Devices section is empty.
Power Sequencer menu is absent.
If you disable and re-enable the addon, everyting is fine.

Can confirm. Sorry if I've tagged this incorrectly, don't really know where it should go.

Seeing as there has only been 4 commits between the last good and the current build, I'm just going to take a guess and say rBf18ed7ad890e probably caused it.

when switching app_templates from the tabs area (Layout, Modelling, Sculpting, UVEditing, … ) there is no problem,
problem occurs only File Menu->New command->select something

Reverted for now, I have a fix prepared but this better go into 2.9x.
