Where do you get the expected result?
Has that worked before?

I made a copy and apply the modifier
This worked in 2.79, I checked in 2.83 and it does not work

I tried 2.79 but I didn't find the "Bake from Multires" option.

Am I doing something wrong?
File for 2.79:

If it is not checked "selected for active", then he did bake from multires

In blender 2.79 the option Bake from Multires is only available in Blender Render.

I could see that this option bakes the highest level of the multires to the visible mesh in the viewport.
So if you want this option to work, you need to decrease the level of multires for the viewport or disable the multires.
This is really not intuitive, but it is not a bug. The description does not say that the bake is made to the object without multires.

Thanks for the report, but the issue reported here is not a bug in current behavior. Closing as this bug tracker is only for bugs and errors.
