Blender Version
Broken: version: 2.90.0 Alpha, branch: master, commit date: 2020-06-22 12:03, hash: rB85c6f0b472ed
Worked: any version below 2.9 is working fine

Short description of error
When in cycles, trying to render with the GPU doesn't work, resulting in the message in the title of this report or sometimes in a crash.

Exact steps for others to reproduce the error

rendering anything with in the specified blender version in openGL should give the error I guess. I went back and tested it with 2.83 and it worked fine, then I tried again in 2.9 with the default startup file and it still doesn't work.

Does the same happen if you click on File > Defaults > Load Factory Settings?

Sorry, when I said default startup file I meant with factory settings, but I tested it once again today and the problem seems to be gone, I'm closing this thread
