Caused by rB600fd1c6f0ed: Fix T76919: Wrong orientation when changing translate to rotate

Short description of error
If the scale operator is used from viewport with a rotated view (not aligned on axis) and without any axis constraints, the "Adjust Last operator panel" will show wrong values. Adjusting those will lead to a visual jump.

Exact steps for others to reproduce the error
Based on the default startup:
Scale the cube and press F9
