Short description of error
When trying to use the F1 button help for the online manual in different options of Blender, some don't seem to work.

In any blender scene, when I go to an option and try to use the F1 button shortcut to get to the online manual, it doesn't work, for example, in the viewport if you go to "Add>Mesh>Plane" and try to use F1 nothing happens, but if you right clic the option is there and completely functional, but the F1 is not working, the same happens using the shortcut menu of SHIFT+A. This also happens with the other menus in the viewport, like the Object menu, etc, the left menu in the viewport seems to work, for example the "select box" icon works fine, and all the other tools there, also the options in the other menus like in the material section, they all work, it seems to be only some things of the viewport menu.

Exact steps for others to reproduce the error

1. Open general template
2. In viewport, navigate in menu Object -> Transform -> Move
3. Press F1

Nothing happens, but manual will be opened by right clicking and selecting Online Manual.
