Videos imported only render the first frame of the respective video file

Short description of error
when trying to render a video file with alpha channel (imported using: import as plane) using cycles only the first frame of the animation is rendered

Exact steps for others to reproduce the error

  1. Start Blender
  2. add the add-on import images as plane
  3. go to files , import images as planes, select a video file
  4. try to render using cycles

You will notice that only the first frame of the video files is rendered

Alternatively, open the blend file below and press Ctrl+F12 to render the animation.

To reproduce, open the blend file from the example zip with blender --factory-startup test.blend, press F12 to render.
This is both with a buildbot build (2.91 @ rBace832bf7c4a) and my own local build (rBbc0b75ea37327137445d).

Original report solved by rBcab9673bed16: Fix T79111: Cycles: Image Sequence not rendering. The Eevee crash also appears to be fixed.
