Eevee motion blur works the other way around

Graphics card: Nvidia GTX 1050

Broken: 2.90 beta from July 29, 699cefefd009

If a collection with multiple objects is imported via linking into a scene and the camera is parented to it, with the collection being animated, background objects, which are moving in relation to the camera, are not blurred. However, the linked collection, stationary with respect to the camera, is blurred, when it should not be.

Exact steps:

Link the collection called "Cube" from file

into file , place it inside the tunnel, parent the camera to it and animate it along the X axis. When rendered in Eevee, the cubes are blurred but the warp particles are not, when it should be the other way around.

This report is a little confused to understand.
There is already a report on a problem with Eevee's Motion Blur on linked objects.
Can you check if it's not the same problem? -> T78561: Eevee: No Motion Blur on linked objects

It is similar, however it is the opposite: the linked collection has motion blur when it is not supposed to and the background objects have no motion blur when they are supposed to.

Result is really weird, though I suspect it will be closely connected to T78561

@Stefan (LaStefan) I will replace your file, if you don't agree with how I set up scene, do it yourself or be more exact with steps.

Also looks very similar to T79515, so this is a combination of 2 issues.

I will merge this report into both reports, and when they will be fixed it would be good if this combined case was checked if all works as supposed
