Short description of error
In the status bar, the "Rotate View" icon should have "movement lines" at the top-right corner (like the "Box Select" icon), because, to do the action (rotate the view), you need to "click and drag", not only "click".

The same applies to:

  • the "Pan View" icon - which appears while you have the shift key pressed.
  • the "Zoom View" icon - which appears while you have the control key pressed.

Event Timeline

I'd say this is working as intended. The icon shown is determined by the event type selected in the keymap. If it's a Tweak event, it shows the movement icon, and for Mouse events it shows the regular icon.

You can see that the middle mouse actions put you into the pan/rotate mode even if you don't move the mouse.
Meanwhile, for actions like box select, you can see that they won't trigger unless you move your mouse.

I'm not a developer though so I can't decide if this will be fixed, and I'm not sure about the usability drawbacks of changing those key's event types from Mouse to Tweak.

The icons used are generated from the keymap, which uses press event not tweak.
