Brush cursor (sculpt, vertexpaint, weightpaint) stuck/doesn't draw under transparent part of N-panel

Blender Version
Broken: 2.80 to 3.1 (and currently 3.2.0 alpha 4fa3eadce99a) (technically 2.79 as well, but back then region ovelap was drawn a bit diferently).
Worked: Never

Short description of error
Tools brushes don't draw over the transparent property panel, even though Region Overlap is on.

Exact steps for others to reproduce the error

  • Ctrl + N → Sculpting
  • N (to open the Properties region).
  • Move the mouse to the right, beyond the alignment line of the properties editor panels.

The brush drawing doesn't follow the mouse cursor. The tool itself works though, and the brush is even drawn if you click in that part.
