Blender Version
Broken: version: 2.90.0 Beta, branch: master, commit date: 2020-08-19 10:14, hash: rB83c78529b9ef
Worked: First iteration of 2.9 with EEVEE Motion Blur (One Month Ago?)
Caused by rB4f59e4bddcb0: Fix T78452 EEVEE: Motion Blur: Crash when using camera switching

Short description of error
Adding keyframed movement, dolly, pan, or tilt, to the active camera cancels EEVEE Motion Blur, when using more than 1 step. Seems to also degrade the image; edges become jagged.

Exact steps for others to reproduce the error

  1. Open included file, hit F12 Render. Notice the lack of motion blur.
  2. Look at the lower portion of the screen; "Action Editor" is active. Leave on frame 30 and "Unlink" camera action.
  3. F12 render a second time and observe working motion blur.
