Missing denoise function in cycles

Blender Version
Broken: version: 2.90.0, branch: master, commit date: 2020-08-31 11:26, hash: rB0330d1af29c0
Worked: (newest version of Blender that worked as expected)

Short description of error
After updating from 2.83.5 to 2.90.0, I'm missing the denoising function while rendering with cycles. The way over the compositor to denoising the rendered image works fine.

Exact steps for others to reproduce the error
Starting the program, switch to "cycles" go to "Render layers" (I don't know what the exact name is), there are only "View Layer", "Passes", "Filter" and "Override"

This is because the denoise setting is now found in the render settings panel:

Depending on your system you may have three options:
NLM
OpenImageDenoise
OptiX

NLM is the same as the "old denoiser" (Found in the Render layers tab in Blender 2.83).
OpenImageDenoise uses the same type of denoiser used by the compositor.
OptiX uses the OptiX denoiser developed by Nvidia
