Worked: (newest version of Blender that worked as expected)

Exact steps for others to reproduce the error

I dunno why it's doing this, but the solidify modifier should be extruding outwards, not in the plane of the object... normally wonky solidify is a result of bad normals, but as you can see:

the only way that made it work is to apply rotation, but i don't want to lose my rotational data.

not a bug, caused because you had 0 scale on z, and was solidifying to the z (local) direction
