Easy bug to reproduce:

  1. Create a new scene.
  2. Export to Collada DAE
  3. In the Global Orientation section wihin the Main tab on the right, change the forward Axis to Z and save out the file.
  4. Now find the output DAE file and view in a text editor.

Result: <up_axis>Z_UP</up_axis> will always be written no matter which combinations of axis are selected in the exporter or if Apply is selected or not.

I see in code, that this is currently hard-coded in, it is also documented as TODO - https://docs.blender.org/manual/en/latest/files/import_export/collada.html?highlight=collada#global-orientation

So technically this works as intended
