Short description of error
i initially thought part of my mesh had glitched and became locked. I couldn't select or transform the vertices (could select edges and faces), but i discovered that after pressing alt-h "re-enabled" them, allowing me to resume normal operation.

Exact steps for others to reproduce the error
I don't know how exactly this happened. i think it may have occurred while switching between edit mode, sculpt mode and object mode.

the issue is visible on the ear vertices of the character in the attached blend file.

I think this might be fixed already by

(So this should not happen anymore in a fresh build from https://builder.blender.org/download/)

Note: the usual workaround for these issues (prior to the said fixes) was to go to sculptmode and unhide all there Alt+H (this brought back the ability to edit stuff in other modes)

Yes, unhiding mesh worked, although i did it in edit mode, not sculpt mode.
