Exact steps for others to reproduce the error
Create a material with a colorramp and try to move the position flag.

This video doesn't demonstate the issue - holding shift does affect minimum step when changing position.

Having said that, I see a regression here. Will bisect now.

This has been caused by rBe6f0b60c2e9111af1878d31dcc295c59ed1bea77

I don't quite understand the design, but it seems that patch attempted to break up function in smaller chunks, and step size was somehow hardcoded? In such case it is best to fix RNA template I would say.
