This concerns the 2.45 release and the current SVN version at least.
I have a new laptop (Panasonic CF-R7) with Windows XP and integrated Intel graphics (Mobile Intel 965 Express Chipset Family). I have installed the latest driver, which is version 6.14.10.4906. This chipset/driver should support OpenGL through 1.4. I've had no other OpenGL problems with this machine under XP.
Two main issues: Dropdown menu items do not highlight on mouse-over. They can still be selected, but it's not possible to see what's being selected until it's already been selected. The much bigger issue is the lack of feedback from text fields. It is possible to enter values in text fields, but no visual indication is given while you're doing so, so it is not possible to ensure that text is being entered correctly.

it's a well known issue with intel onboard gfx cards. these dont support opengl well, only for basic gaming features.
Good news is that for 2.5 recode we will try to avoid using opengl options that keep giving issues like this (note, I talk about opengl 1.0 stuff, very basic...)
