Open Preferences/Editing/Annotations and change default color.

I cannot reproduce. Maybe, you changed the color after drawing the first annotation and the layer was already created with the default color. The default color is only used the first time the layer is created.

Can you try in a new scene?

If you created an annotation, then you need change the color in the side panel.

Antonio Vazquez (antoniov) renamed this task from Custom default annotation color is ignored to Annotation: Custom default color is ignored.Nov 3 2020, 9:55 AM

Did you save the user preferences after changing the default annotation color? It immediately uses the new color on my system, that is if you haven't previously used the annotation tool in the scene. Otherwise it will continue with the color you've set in the annotation tools preferences as @Antonio Vazquez (antoniov) has shown in his last comment.
