Short description of error
Unable to draw a stroke in wintab mode. Only draw a single dot without pressure detected, For 2.91 and earliest versions it works fine in wintab mode.
It happens after turn off/on laptop. However after rebooting the issue dissapear and detect pressure fine, but primary button of pen does not work when is assigned to middle mouse button Tagging @nicholas Francis (nicholas) Rishel (nicholas_rishel) as he suggested

Exact steps for others to reproduce the error
Open Blender >> texture paint mode >> create New Blank image>> Paint.
Open Blender >> sculpt mode >> sculpt with standard brush or rotate 3d view.

@Nicholas Rishel (nicholas_rishel) I would need to know con to show log console on build you provided before. I tried and any log was printed on the console.

I fixed the issue with the system console not working, download build here and paste console here.
