Cannot reproduce here:

Could you share an example file where this fails?
Does it fail when you follow the steps from the video?

Hi, I am attaching the file and a video.

maybe if you do it without making the strand Number 0 at the beginning and see.

The lion mesh is a imported OBJ

For me, your file does not work in 2.80 or 2.83.9 either.
I think for X Mirror to work correctly, strands need to be created symmetrically [so an exact match can be found on the other side?].

Also keep an eye on Topology Mirror being ON in editmode [this can make mirroring fail as well - at least the operator].

But as I said: can you confirm that this is also not working in 2.8?

oky , il go home, try it and get back to you.

So i tried it at home, blender2.91 i have. still same problem, its just wont work.
attached video is today at office, i installed blender8.3
still not working, then i tried 8.2 don't work.

I think for X Mirror to work correctly, strands need to be created symmetrically [so an exact match can be found on the other side?].

So this is the case: only works for exact matches on the other side [only if they have been created symmetrically]
As you also found: this has always been the case.
Looks like this is not a bug, will close (feel free to comment again if issues persist with having them created symmetrically)
