Could you please provide:

  • a minimal example file that demonstrates the issue
  • step by step instructions to reproduce the problem

create hair on surface than apply particle instancer modifier to other mesh and get random rotation of all instances(hair)
working good oly on standart blender primitives. Suzane have a BUG too
attach file with BUG
please fix this old issue

try to create feather system but this issue won't let me do it

I can reproduce the behavior, but I'm not familiar with the Particle Instance modifier. A possible workaround could be to render the hair as an object, which gives predictable rotation values. This problem could be related to T76107 which is already confirmed.

render hair as object can`t allow hair shape. it only like a straight meshes. my strands must replicate shape(bend) of hair.

The triaging team looked at this and it seems to be a limitation of the current implementation. You could in theory change the orientation by combing the hair but this would also distort the shape, which might not be a practical solution for your problem. It's not up to the triaging team to define "to do"s for the modules, which means we will need to wait for one of the module owners / developers to make a decision on this.
