transform effect strip crop unexpected behavior

Description

Pagename: video_editing/sequencer/strips/effects/transform

When using the rotation e.g. -90° on a strip which is partly outside the render region, the final strip is cropped even it is fully inside the render region.
If it is the expected behavior, then it's not documented but I think it is unexpected behavior.
