Short description of error
Can't snap on vertex with Knife Tool if vertex for snap perpendicular to view.

Exact steps for others to reproduce the error

  1. Create default Plane.
  2. Go to Edit mode and Front View.
  3. Hit 'K' fot Knife tool.
  4. Try to snap on vertex.

This is a limitation of the knife snap system.
This system only snaps to the edges and vertices of the face under the cursor.
There is no simple solution, but a snap gizmo aims to resolve this limitation (D8220: Use Snap Gizmo for the knife tool widget).
