Menu drop-down sticking, hogging focus

Description

CPU: amd fx8350

Operating system: win10 64bit + linux manjaro 64bit

Graphics card: nvidia gtx970 - drivers 460.89 and latest 461.09

Broken: blender-2.93.0-f4d07196bd6e-windows64 + git 2.93.0 Alpha, 2.92 beta, 2.90 stable and 2.83

Worked: 2.79a

Issue:
Menus with nested drop-downs are hogging the focus preventing smooth navigating to other buttons.

Consistent with all menus.
Everything else in blender is smooth.

Reproduce:
Blank new file, default settings, moving the mouse around menus fairly quickly.

This does not look like a bug, but rather the desired behavior.
If you are approaching the new menu displayed, assume that you intend to choose an option from it.
If you move away or move downwards then the menu is dismissed.

This makes sense?

Makes sense. Though if user isn't precise they need to anticipate and deal with this delay often. Feels a bit insensitive and clunky as a new/returning user.

I tested it on Blender 2.79a and the behavior is the same.
I don't understand why it is said to work on it.
Do you use a pen, mouse, other...?

Using a mouse. On retesting 2.79a it has similar behavior but is less 'sticky' and drop-downs close easier when moving cursor away.
You can compare by moving the cursor straight up after a drop-down has been expanded. 2.79 will close consistently while 2.8/9 will stutter, sometimes closing, sometimes not.

This doesnt look like a bug to me.
Maybe this is different on Windows, but for me on Linux it will close those menus pretty consistently when moving the mouse straight down/up or left.
The only time it "hangs" is when mouse is approaching the menu (so mouse movement includes motion to the right).

Please feel free to comment again if this is behaving differently for you than what I described, but for now I will close this.
If we have another statement, we can always reopen.

No activity for more than a week. As per the tracker policy we assume the issue is gone and can be closed.
