can`t animate target object for modifier?

Please always attach an example .blend file (this just speeds up the process).

In your case you are using an empty [that doesnt have geometry -- even though you are using the Geometry Proximity Mode], so scaling wont make a difference here.
Have you tried this with a "real" UVSphere [that has real geometry]?
