I just downloaded the latest Alpha and wanted to mess up the default cube into space junk. Working in Layout, neither the camera or default light would show in grid. I even selected the light and then the camera in the Collection and still there was nothing highlighted on the screen,
I wanted to add Material (metal) to my cube, so clicked Shading tab and there they were, both Camera and Light and I could move them around. I clicked back on Layout and still they were not showing. I then clicked the check mark on the Collection and turned it Off and ON. Now both camera and light were on the screen. Very frustrating since I had spent time looking through Preferences to see what could have been turned off. Also, all the little drop-downs in the upper right for Object Visibility, etc. There could be a lot of places to look--I just got extremely lucky!!
