This seems to be the same as T85886: [2.92.0 RC] Rotate Tool and Adjust Last Operation - angles inverted, will merge these reports.

It should be fixed already, please try a fresh 2.93 build from https://builder.blender.org/download/
(feel free to comment again though if issues persist)
