Blender Version
Broken: 2.93.0 Alpha, d25ab68cf4b2, and 53b82efed66b
Worked: 2.92.0 Release, and 2.93.0 Alpha e4a55b46c406

Short description of error
Refraction Depth > 0 no longer seems possible, unless using high levels of roughness.
Refraction Depth = 0 still provides an almost identical result.

In case helpful, regression seems to have appeared in the last few days (recent EEVEE refactoring?).

Exact steps for others to reproduce the error
Open the following .blend file in both 2.92.0 Release and recent 2.93.0 Alpha and compare results.

Was fixed in 2.93 Alpha 1f8d27a191c9, regressed again in be51d671b500, and de06cb85593b

Try either the above .blend or the following...

As per @Philipp Oeser (lichtwerk) findings (thank you for your tests and feedback!), try zooming in and out using the mouse wheel. Changing camera focal length (FL) also highlights the issue.
