Short description of error
Sadly, I only notice this bug when using this video clip.

I tired cut down and SD versions, but there is something specific about how this video in particular is encoded that Blender can't deal with. Sorry about the file size.

Blender can't decode frames when scrubbing

Exact steps for others to reproduce the error

Scrub the video.

Thanks for the report,
I managed to replicate the first time, but then the preview also changed to the render result, so I can't see any difference anymore.
The same result appears if I close and open the .blend file.
So I'm not sure if I could really replicate
It may be the same problem as described in T86361: Rendered video is missing frames that are on the playback timeline, but in this report it is easy to replicate.

Issue with bad render seems to be fixed by rB6c33d3d01b6237cbe854b1d6ca54ac9680bb0563

But there are still some issues that are present in older Blender versions as well.
I will have a look at this.

Setting to high priority even if remaining issues are not new, because I am dealing with similar issues at this time

Looked into this a bit and remaining issue seems to be same as T86361 but it is quite hard to analyze such big file so I will merge this report.

I was working on adding VFR support today, and this was actually issue like in T91405, not one I suggested.

In any case I just wanted to mention, that it is fixed, in case you need it.
