Short description of error
In Quad View mode gizmo-tooltips are shown at the wrong position (always at lover-left view gizmos)

Exact steps for others to reproduce the error
Start Blender, in 3D viewport press Ctrl-Alt-Q, hover mouse over gizmos.

Can confirm the issue with recent 2.93.0 alpha build.

Not familiar with User interface module code but I can see wrong value assigned to the 4th row of matrix wmGizmo->matrix_basis ( only for mentioned case in the ticket ). Otherwise calculation part works fine I guess.
