As far as cursor selected and it is single pivot, I expect it will work as single pivot despite individual snapping enabled.
Motivation: it is betterm than it works somehow, than do not work at all + I don`t need to switch individual snapping each time.
Also it works with vertex snapping, so consistency.

This is the same problem as described in T84207: individual closest face snap not behaving correctly.
The functionality of "Project Individual Elements" is already well marked in the users' muscle memory.
It is also unclear how the origin snap point would work for each individual element.

This change needs a well-discussed design.
