Worked: (newest version of Blender that worked as expected)

Short description of error
When under the Texture Paint tab, Texture Paint Brush does not appear on User Perspective viewport.

Exact steps for others to reproduce the error
When I go to the texture paint screen, the texture paint brush appears only on the left hand side, not on the right hand side on the actual object in the user perspective viewport.

Does this happen in any scene?

If not, please share your particular example .blend file so there is a chance to reproduce.

Please also try with File → Defaults → Load Factory Settings to see if you still can reproduce this issue.

No it does not happen in any scene. I tried to reproduce it at several different points, I am not sure where it began particularly.

You've got the Camera selected (the camera does not have a Texture Paint mode, so you'll be in object mode - which does not have the paint cursor).

If you actually select the Donut, you should be able to go to texture paint mode on it.
Or if you go back to the Layout workspace, select the donut and then go to the Texture Paint tab, you should be in texture paint mode as well.
